Job Description

Reports to : Chief Operating Officer (COO), Company Department : Country Operations Location : Based at company's Dubai (DIFC) headquarters — candidates must be willing to relocate to and live in Dubai. Periodic travel to the assigned country (DRC / Ethiopia / Haiti), as required Employment Type : Full-time Openings : Three (3) — one Country Lead each for DRC, Ethiopia, and Haiti ABOUT COMPANY : Company is a DIFC-registered climate finance and ecosystem restoration developer building and financing nature-based and community-centred projects across the Democratic Republic of Congo, Ethiopia, and Haiti. Company structures carbon and restoration projects in partnership with local ground partners, governments, and communities, and mobilises capital to deliver measurable environmental and social impact. ROLE PURPOSE : The Country Lead is Company's dedicated point of accountability for the assigned country, based at Company's Dubai headquarters and driving day-to-day project execution with the country's ground partner(s), relevant government bodies, and other local stakeholders — while keeping Company's Chief Operating Officer fully informed through structured, timely reporting. This is a hands-on delivery role for someone who gets things done meticulously: the Country Lead is expected to organise large, complex, multi-stakeholder projects and drive them to completion, to present high-quality work to senior and demanding audiences, and to bring enough financial and project-development fluency — including comfort with basic modelling — to sense-check budgets, timelines, and deliverables coming from the field. Periodic travel to the assigned country may be required to maintain relationships in person. KEY RESPONSIBILITIES : — Project ownership & execution — own the country workplan end-to-end: break large, complex projects into clear workstreams, sequence dependencies, track milestones and open items meticulously, and drive them to completion. — Ground partner coordination — act as the primary liaison between Company and the country's ground partner(s), ensuring workplans, deliverables, and timelines stay on track. — Government & regulatory liaison — build and maintain working relationships with relevant ministries, regulatory bodies, and local authorities, engaging foreign government counterparts with diplomacy and tact; track permits, approvals, land tenure, and other regulatory requirements specific to the country. — Correspondence management — own the day-to-day correspondence for the country — emails, calls, meeting notes, and follow-ups with all parties — and keep a clear record of open items and commitments. — Reporting to the COO — provide the COO with structured, regular updates (status, risks, blockers, decisions needed) and escalate issues promptly rather than letting them surface late. — High-quality deliverables & presentations — prepare and present polished briefings, memos, and presentations for government counterparts, partners, investors, and Company leadership — accurate, well-structured work that stands up in front of demanding audiences. — Project development support — support pre-feasibility and feasibility work, monitor project timelines and milestones, and help translate field realities into planning documents Company can act on. — Financial oversight — track in-country budgets against actuals, flag variances, and support the COO and finance function with cost data, vendor invoicing checks, and basic financial reporting; maintain and update simple models (budgets, scenarios, project economics) as needed. — Ground team leadership — run the country's stakeholder engagement team on the ground and manage the ground-level project leads and teams, ensuring their work meets Company's standards and stays on plan. — Contract & compliance support — support drafting and monitoring of contracts and agreements with ground partners and local vendors, in coordination with Company's legal and commercial functions. — Representation — represent Company at local meetings, government engagements, and community events as required. QUALIFICATIONS & EXPERIENCE : — Master's degree in a relevant field — international development, public policy, business administration, finance, environmental/natural resource management, or similar — is preferred but not required; a strong record of delivery matters more than credentials. — Meaningful professional experience in project development, international development, government relations, or a related field, ideally including time in-country or in a comparable operating environment, with a track record of organising large, complex projects and driving them to completion. — Prior exposure to climate finance, carbon markets, infrastructure, or ecosystem restoration projects is a strong advantage — but not a requirement; Company hires for execution ability first. — Working knowledge of financial concepts — budgeting, budget-to-actual tracking, cost analysis — and comfort building and using rudimentary models (e.g. in Excel), sufficient to engage credibly with Company's finance and project development teams. — Demonstrated experience dealing directly with government bodies, regulators, or multilateral/development institutions — this is essential. — Demonstrated experience presenting high-quality work — written and spoken — to complex, senior stakeholders such as government officials, boards, or investors. — Comfortable operating with a degree of ambiguity, managing multiple stakeholders, and working independently with limited direct supervision. — Willingness to be based in Dubai and to travel periodically to the assigned country for field engagement, as required. LANGUAGE REQUIREMENTS : — French — Fluent French, both spoken and written, is mandatory for the DRC and Haiti roles — the Country Lead must be able to draft correspondence, reports, and hold meetings in French without support. French is not required for the Ethiopia role. — English — Professional fluency in English is mandatory for all three roles — required for reporting to the COO and coordination with Company headquarters. — Local language — Working knowledge of a relevant local language (e.g. Lingala/Swahili for DRC, Amharic for Ethiopia, Haitian Creole for Haiti) is a strong advantage. CORE COMPETENCIES : — Structured, precise communicator — able to write a clear, professional update under time pressure. — Trustworthy custodian of sensitive relationships with government and community stakeholders. — Diplomatic — exercises tact, discretion, and cultural sensitivity when engaging foreign government officials and senior stakeholders. — Financially literate and comfortable with numbers, without needing to be a finance specialist. — Driven and meticulous — an organised self-starter who follows through on open items without needing to be chased. — Calm under pressure when field issues, delays, or stakeholder friction arise. WHAT COMPANY OFFERS : A competitive, market-benchmarked salary and benefits package, direct exposure to Company's leadership and project development process, and the opportunity to build a country program from the ground up within a fast-growing climate finance platform. HOW TO APPLY : Interested candidates should submit a CV and a short cover note (in French or English) outlining relevant experience and language proficiency to dropcv@omegaphigroup.com later than September 30,2026, indicating the country of interest in the subject line.
