About the Role The Environmental Officer will be responsible for overseeing environmental compliance, sustainability governance, and ecological impact management across major civic supervision projects in KSA. This role ensures that all site construction activities, contractor operations, and site waste management strictly align with KSA environmental laws, National Center for Environmental Compliance (NCEC) standards, local municipal regulations, and international sustainability best practices. KEY RESPONSIBILITIES & DUTIES Environmental Oversight & Compliance - Develop, implement, and audit the project Construction Environmental Management Plan (CEMP). - Conduct regular site inspections to ensure contractor compliance with dust control, noise mitigation, soil protection, and hazardous material management regulations. - Serve as the primary point of contact for local KSA environmental authorities (e.g., NCEC, GAMEP/MEWA) and municipal inspectors. Risk Assessment & Waste Management - Perform environmental risk assessments and establish emergency response procedures for potential environmental hazards or spills. - Oversee site waste management strategies, ensuring proper segregation, safe storage, and licensed disposal of construction and hazardous waste. - Conduct water, air quality, and noise monitoring, analyzing data to recommend corrective actions for any non-compliance. Reporting & Training - Issue Environmental Non-Conformance Reports (ENCRs) to contractors when violations occur and track corrective measures to closure. - Conduct environmental awareness toolboxes and induction sessions for consultant supervision staff and contractor teams. - Prepare comprehensive monthly environmental compliance reports for the Chief Resident Engineer and the Client. REQUIRED QUALIFICATIONS & SKILLS Education Bachelor of Science (B.Sc.) in Environmental Engineering. Total Experience Minimum 10 years of total experience in environmental management and site supervision for major construction or infrastructure projects. KSA Regional Experience Minimum 5 years of direct experience within the Kingdom of Saudi Arabia (KSA). Professional Registration Valid registration with the Saudi Council of Engineers (SCE) and accreditation/membership with relevant environmental bodies (e.g., IEMA, ISO 14001 Auditor certification is preferred). Regulatory Knowledge In-depth knowledge of KSA Environmental Law, NCEC regulations, Saudi Building Code (SBC), and LEED/Estidama sustainability standards. Core Competencies CEMP implementation, environmental auditing, hazard mitigation, waste tracking, and contractor compliance enforcement. Languages Professional fluency in English (written and spoken). Arabic proficiency is highly preferred.
