Head of Procurement

About this role: This is a Head of Procurement position oversees strategic sourcing, drives process excellence, ensures strict governance compliance, and providing strategic support to senior stakeholders. Responsibilities - Provide strategic guidance and governance oversight to drive continuous improvement, sustainable procurement, operational excellence, and value creation across all supplier relationships. - Oversee daily procurement operations, tender specifications, and contract terms while leading negotiations to achieve value-for-money outcomes are aligned - Facilitate procurement transformation by developing demand planning frameworks, category management strategies, and e-procurement digitalization initiatives. - Deliver strategic advice on property acquisitions, special projects, ICAC recommendations, and internal audit reviews to strengthen compliance and institutional governance. - Develop, update, and enforce procurement policies and sustainable practices to ensure strict adherence to regulatory standards. - Provide high-level executive support to the senior team and handling strategic ad-hoc tasks as assigned. Requirements - Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related discipline; CIPS or equivalent professional accreditation is strongly preferred. - At least 15 years of progressive procurement management experience - Solid experience with e-procurement systems, category management frameworks, and procurement compliance standards. - Proven team leadership skills with a track record of coaching, motivating, and retaining talent while effectively managing organizational change. - Strong analytical, problem-solving, and negotiation skills with a detail-oriented mindset and the ability to work independently under tight deadlines. - Excellent command of written and spoken English and Chinese, including Mandarin. -
