Operations and Services Development Advisor

Job Level: Advisor / Consultant Work Location: Dubai Nationality: Arab National Experience: Minimum 12 years of relevant experience Job Purpose To provide strategic and operational support to the Undersecretary’s Office in developing and implementing strategies and initiatives related to the labour market and Emiratisation, while enhancing the efficiency of operations and services. The role will focus on performance improvement, process re-engineering, and service quality. Key Duties And Responsibilities - Provide strategic and operational advice on labour market and Emiratisation matters and challenges, and recommend appropriate solutions. - Support the development and implementation of priority strategies, initiatives, and projects. - Analyse the performance of operations and services to identify gaps and opportunities for improvement. - Review and enhance digital services and procedures to improve the overall customer experience. - Develop and improve processes related to labour relations, labour complaints, inspection, and compliance. - Support the development of programmes aimed at employing and empowering UAE Nationals in the private sector and analyse their outcomes and effectiveness. - Lead operational development, process re-engineering, and efficiency improvement projects. - Prepare studies, analyses, reports, and executive presentations to support management decision-making. - Ensure that policies, processes, and services are aligned with the Ministry’s strategy and future direction. Qualifications And Experience - Minimum Bachelor's degree in Business Administration, Economics, Engineering, or a related field. A Master's degree is preferred. - Minimum 15 years of experience in strategy, operations development, labour market, Emiratisation, organizational transformation, or consulting. - Demonstrated experience in providing advisory support to executive leadership and leading development and process re-engineering projects. - Strong experience in performance analysis and preparing studies, reports, and recommendations to support decision-making. - Experience within the government sector, regulatory authorities, or government consulting is preferred.
